Murray Amendment to provide $1 billion to abortion providers including Planned Parenthood

12/03/2015
Senate Roll Call No. 311
114th Congress, 1st Session

Agreed to: 54-46 (see complete tally)
On December 3, 2015, the U.S. Senate considered what is known as the "budget reconciliation bill" (H.R. 3762), which contained provisions to repeal a number of major components of the Obama health care law, and also a provision to block most (about $400 million) of the federal funding that goes to Planned Parenthood. Sen. Patty Murray (D-Wa.) offered an amendment to remove the language to defund Planned Parenthood, and replace it with new language to authorize $1 billion in new funding for which only organizations that provide elective abortions would be eligible.  The new fund could be used to provide medical services (not excluding abortion) or "security."  National Right to Life opposed the Murray Amendment.  A motion was made to table (kill) the Murray Amendment, and this pro-life motion succeeded, 54-46, as 53 Republicans and one Democrat voted aye (to table, the pro-life vote), while 45 Democrats and one Republican voted against tabling. Senate roll call no. 311.
