After rejecting the hostile Lofgren "single-victim substitute" on the previous roll call, the House of Representatives passed the Unborn Victims of Violence Act (H.R. 1997), a bill sponsored by Rep. Melissa Hart (R-Pa.), which would allow federal and military prosecutors to bring charges on behalf of a "child in utero" when he or she is the victim of a violent federal or military crime. NRLC strongly supported this bill. The roll call was 254-163. The bill was supported by 207 Republicans and 47 Democrats. It was opposed by 13 Republicans, 149 Democrats, and on independent.
