During consideration of the Fiscal Year 1999 Agriculture Appropriations bill (H.R. 4101), pro-life Congressman Tom
Coburn (R-Ok.) offered an amendment to prohibit the Food and Drug Administration from using federal funds "for the testing, development, or approval . . . of any drug for the chemical inducement of abortion" (such as the RU-486 abortion pill). The Coburn Amendment passed, 223-202, House roll call no. 260, June 24, 1998. (However, the language was dropped from the final bill under a veto threat from President Clinton.)
