After rejecting the pro-abortion Campbell Substitute Amendment (see the previous roll call), the House adopted the amendment offered by pro-life Rep. Chris Smith (R-NJ) to prohibit U.S. "population assistance" to foreign organizations that perform abortions in foreign countries, violate the abortion laws of these countries, or lobby for changes in their abortion laws, and to prohibit contributions to the U.N. Population Fund while that agency supported China's coercive population control program, 232-189, roll call no. 168, June 5, 1997. (Note: A number of House members first voted in favor of the Campbell Amendment -- which if adopted would have killed the Smith Amendment -- but then, after the Campbell Amendment was rejected, voted in favor of the Smith Amendment too. These vote-switchers cannot be regarded as genuine supporters of the pro-life policy.)
