During consideration of the Child Interstate Abortion Notification Act (CIANA, H.R. 748), Congresswoman Sheila Jackson Lee (D-Tx.), an opponent of the bill, offered an amendment to exempt from the scope of the bill "a grandparent of the minor or clergy person." NRLC opposed the amendment, which would have allowed many non-parents (including leaders of religious cults, "clergy" ordained on the internet, or clergy directly associated with abortion providers) to transport minors across state lines for abortions without notice to a parent. The amendment failed, 177 to 252. Roll No. 142, April 27, 2005.
