About This Legislation:
Beginning with President Reagan in 1984, all Repubican presidents have used their executive authority to block certain U.S. foreign aid funds from going to private organizations that "perform or actively promote" abortion in foreign nations, with certain exceptions.  This is generally known as the "Mexico City Policy."  On January 23, 2017, President Donald Trump issued a memorandum instructing several government agencies to again put this policy into force.  In response, Senator Jeanne Shaheen (D-NH) introduced S. 210, which would amend the basic foreign aid statute, the Foreign Assistance Act, to prohibit any president from imposing such conditions.  The National Right to Life Committee opposes the bill, because it would have the effect of requiring U.S. taxpayers to fund private organizations that perform, lobbying for, and promote abortion as a method of birth control overseas.
