NRLC supported the Unborn Victims of Violence Act (H.R. 503), sponsored by Rep. Lindsey Graham (R-SC), a bill to recognize a child in utero as a legal victim when he or she is injured or killed during the commission of a federal crime of violence. This roll call was on a hostile substitute proposal (a substitute amendment) offered by Rep. Zoe Lofgren (D-Ca.), which would have recognized only one victim in such crimes -- the mother. NRLC opposed the amendment, which failed, 196-229, Roll Call No. 88, April 26, 2001.
