Senator Tom Harkin (D-Iowa) offered an amendment to the Partial-Birth Abortion Ban Act (S. 3) stating, "It is the sense of the Senate that the decision of the Supreme Court in Roe v. Wade (410 U.S. 113 (1973)) was appropriate and secures an important constitutional right; and such decision should not be overturned." NRLC opposed the Harkin Amendment, but it was adopted, 52-46, March 12, 2003, Vote No. 48. The Harkin Amendment was supported by 9 Republicans, 42 Democrats, and 1 independent, and was opposed by 41 Republicans and 5 Democrats.
