The House considered an appropriations bill (H.R. 2267) that contained an NRLC-backed provision to prohibit funding of abortions by the federal Bureau of Prisons, except where the life of the mother is endangered or in cases of rape. Pro-abortion Eleanor Holmes Norton, the non-voting delegate from the District of Columbia, offered an amendment to remove the pro-life provision, which failed, 155-264, House roll call no. 447, Sept. 25, 1997.
