On the previous roll call, the House had rejected a gutting amendment to the Abortion Non-Discrimination Act (H.R. 4691). This bill, supported by NRLC, would establish that federal, state, and local governments may not discriminate against any health care professional, hospital, HMO, insurance plan, or other "health care entity" because of refusal to perform, cover, or pay for induced abortions. The House then passed the original bill, 229 to 189, with two members voting "present" (Reps. Kucinich and Kaptur, both D-Ohio), Roll Call No. 412, Sept. 25, 2002.
