On July 13, 2000, the House considered the Fiscal Year 2001 Foreign Operations Appropriations bill (H.R. 4811). As approved by the Appropriations Committee, the bill renewed the pro-life Smith-Barcia language approved by the House in 1999, to curb funding of organizations that promote abortion overseas. On the House floor, pro-abortion Rep. Jim Greenwood (R-Pa.) offered an amendment to remove the pro-life provision. NRLC opposed the Greenwood Amendment, and it failed, 206-221, roll call
396. As a result, the bill passed the House with the pro-life provision intact.
