Smith-Barcia Amendment
09/04/1997
House Roll Call No. 363
105th Congress, 1st Session

Agreed to: 234-191 (see complete tally)
Following rejection of the pro-abortion Gilman-Pelosi Amendment on the previous roll call, the House adopted the pro-life Smith-Barcia Amendment to curb funding of groups that promote abortion in foreign nations, 234-191, House roll call no. 363, Sept. 4, 1997.
Note: Lawmakers who voted first for the unsuccessful Gilman-Pelosi "killer" amendment, but who then voted to pass the Smith-Barcia
Amendment, were not reliable supporters of the pro-life policy. (Subsequently, because of a veto threat from President Clinton, most of the pro-life language was not included in the final foreign aid legislation sent to President Clinton in October, 1998 -- but that bill did bar funding for the UNFPA.)
