Boxer Amendment to overturn pro-life "Mexico City Policy"

Under President Bush's pro-life "Mexico City Policy," private overseas organizations that "perform or actively promote abortion as a method of family planning" are not eligible to receive funds under the U.S. foreign aid program for "population assistance."  During consideration of the Fiscal Year 2008 State-Foreign Operations Appropriations Bill (H.R. 2764), pro-abortion Senator Barbara Boxer (D-Ca.) offered an amendment to prohibit the enforcement of any such pro-life policy.  NRLC opposed the Boxer Amendment, but it was adopted, 53 to 41 (roll call no. 319).  However, President Bush has threatened to veto the bill unless all language attacking the Mexico City Policy is dropped before the final bill is sent to him.
