On Sept. 18, 1998, the Senate voted on whether to override President Clinton's veto of the Partial-Birth Abortion Ban Act (H.R. 1122), a bill to ban partial-birth abortions, except to save the life of the mother. 64 senators voted to override and 36 voted to sustain the veto -- which was three votes short of the two-thirds majority required to override the veto. (Vote No. 277) Therefore, the bill died for this Congress. (NOTE: President Clinton also successfully vetoed a partial-birth abortion ban in 1996.)
