(A unanimous-consent agreement was reached providing that the amendment, having failed to achieve 60 affirmative votes, the amendment was not agreed to. Subsequently, Senator Reid entered a motion to reconsider the vote by which Manchin Amendment No. 715, (listed above), was not agreed to.)
