Support Wine Direct Shipping House Bill 165

Dear Delaware Wine Lovers,

As you know, direct wine shipping bills have been introduced before the Delaware General Assembly for a decade, but each of them has failed to make it out of committee. Delaware wholesalers, unions and retailers remain opposed to any form of shipping directly to consumers.  

We’re hoping 2018 will be the year! But we need your help.

In the next few weeks, House Bill 165 will be considered by the House Administration Committee and we need you to contact the committee’s five members to encourage them to pass House Bill 165 and bring it to the House floor for a vote.  


  1. Email or Call all 5 Committee Members. Take two minutes and personalize our sample message and email it to the list provided below.  
  2. Spread the word. Tell your friends about us on Facebook and share our page,

House Bill 165 is a carryover from 2017 and would, if passed, replace Delaware’s archaic ban on winery direct shipments with language proven successful in the majority of U.S. states. In fact, Delaware is one of only six states that still prohibit winery-to-consumer shipments. While the bill’s language is not perfect, we hope legislators will improve the bill on the House floor. But first, it needs to get out of the Administration Committee.

As an adult voter of Delaware, I urge you to support House 165 which would allow legal, regulated winery-to-consumer direct shipping.

Delaware is one of only six states that continues an archaic ban on shipments from wineries.  We should be able to order wine from ALL American wineries licensed to ship, not just those wines chosen by wholesalers and retailers.  We can’t even purchase wine from our local state wineries for delivery!

There are nearly 10,000 wineries in the U.S., at least one in each state. So it is difficult for any state’s wholesalers and retailers to stock and sell more than 100,000 individual wines available each vintage.

Please support HB 156 to bring Delaware’s laws in line with the proven winery shipping solution in place in the majority of states.

I appreciate your time and focus on this important consumer issue.
